Before 6:00 PM, huh?

I was just thinking about Leap Day and how it is an "extra" day. If it is indeed "extra" shouldn't it be some international holiday where we all get to do whatever we want that day? Seems like we should not have to work? Should have thought of this before 6:00 PM, huh?
